1999 Savana Tranny Shift Issue

I recently had my 1999 Savana's transmission rebuilt. Van has 160,000 on the speedo.

Before the tranny was rebuilt, the shift from 1-2 was the issue. It felt like it was shifting way too early.

Took it to the transmission shop, filings in the pan - rebuild required.

When I got the van back, the 1-2 shift was still a problem. Tech said to drive it for 1000 km then bring it back. I did. First-2nd shift still a problem.

The tech replaced the Throttle Position Sensor. As described to me, the new TPS should/might resolve the issue; however, the 1-2 shift issue is still there. The 2-3 shift & 3-OD shifts are crisp, just like you would expect.

I'm wondering if there is some other sensor that might be causing the problem? Or is it some issue with the rebuild?
